It should be a gaming community, period.

He could probably find some people who run other private servers for other games. Or even people who have their own servers for games that allow it, such as Rust.

Turn it into a gaming forum is a great idea on paper, but hard in practice. You could get a TS server up and running easily. I had one for a community I was running and sold it a few months ago. Getting a gaming community set up is simple. Attracting players is the difficult part.
