Their not exactly 100% cheap, but I had a dedicated server with them before. If you want Windows (which you will), it'll be like $65/month or some shit.

yeah uhm running on windows isnt always the best solution.. linux is. windows requires 3x the ram to run simple programs, and linux is what jagex actually uses to host their server. VERY low maintenance and easy to program...
